Ryan Clay joined Texas Star Alliance in 2012 as a Principal. He assists clients with governmental relations before the legislative and executive branches of the State of Texas. Ryan also works closely with clients on matters involving Texas state agency business and procurement issues. Ryan’s keen knowledge of the Texas political and policy landscape brings valuable insight and advantage to his clients, which range from Fortune 500 companies to small businesses.

Ryan began his career in politics while working for Speaker Tom Craddick during the 80th Texas Legislative Session. He assisted the Speaker’s tax counsel and reported on five house committees including ways & means, financial institutions, and energy resources. Ryan later clerked for Governor Rick Perry’s general counsel and for the chief counsel at the Texas Health and Human Services Commission.

Ryan previously worked for the Electric Reliability Council of Texas (ERCOT). ERCOT manages the flow of electric power to 23 million Texas customers – representing 85 percent of the state’s electric load.

Ryan served in the United States Navy as a legal and executive assistant to the commanding officer of a helicopter squadron during Operation Enduring Freedom. He graduated magna cum laude with a bachelor of public administration from Texas State University and holds a J.D. from Texas Wesleyan University School of Law.
