Janis Carter is a Principal at Texas Star Alliance.  She is an experienced Consultant with a demonstrated history in the legislative and government relations industry. Janis started her career at the Texas Capitol working for former Appropriations Committee Chairman Robert Junell.  She worked for the Appropriations Committee for ten years, serving its director for the last six years of that time.

Following her time in the Capitol, Janis honed her expertise in public policy, policy analysis, strategy development, and government advocacy in the private sector.  Most recently Janis led the state consulting practice at Winstead for over 15 years.  During her time at Winstead, Janis represented and led policy efforts for corporations, business organizations, and associations helping to advance their legislative and regulatory needs.   Her extensive experience and background working across party lines provides her clients with strategic legislative and government affairs counsel in a number of issues and policy areas. A few of those subject areas include, but are not limited to, state tax policy, appropriations, public and higher education, licensing regulation, state regulation of business, health care, energy and local government policy.

Janis is a double graduate of Angelo State University culminating with a master’s degree in Public Affairs.  She resides in Georgetown, Texas with her husband Randy, and their son.
